Department of Coordination of Policies, External Assistance and Central Public Administration Reform

The mission of the Department of Coordination of Policies, External Assistance and Central Public Administration Reform shall be to make sure that the Government formulates and approves quality public policies, and that the latter are implemented, monitored and assessed by the central public administration authorities by:
a) improving the strategic planning process;
b) developing a coherent decision making system, and applying the most modern tools at all of its stages;
c) reforming and building the capacities of the central administrative authorities to be able to efficiently formulate and implement national policies;
d) efficiently administrating the programming and monitoring of foreign assistance at national level in order to support the government’s efforts to implement the national policies;
e) formulating/revising and promoting efficient state policies and regulatory framework on civil service staff;
f) coordinating the activities related to the implementation of the central public administration reform and contributing to the modernization and improvement of the institutional and functional system of     the central public administration;
g) monitoring the reformation process of the public services delivered by the central public administration authorities and the organizational entities falling under their scope.
Key Functions
In terms of policy coordination and strategic planning the key functions of the Department shall be the following:
  • Development of the overall framework for the formulation of the Government’s priorities, including in relation with the foreign assistance;
  • Making sure the policy documents and regulations submitted to the Government and its committees for decision making are consistent with the country’s strategic priorities; consistent, coherent and coordinated with all stakeholders;
  • Review and full consideration of all sector and inter-sector issues of policy documents and drafts of regulations before they are submitted to the Government and its committees for decision;
  • Development of the methodological and organizational framework for the policy planning, formulation and implementation system in ministries and other central public authorities;
  • Ensuring accurate ex-ante impact assessment of policy documents and drafts of regulations submitted to the Government and its working groups for approval;
  • Ensuring reconciliation of the national strategic documents and their action plans, Medium Term Budget Framework and other policy documents and commitments, so as to provide the Government and the central public administration authorities a clear perception of priorities;
  • Revision of the guidelines on the development, revision and implementation of the strategic development programs of the central public administration authorities in order to develop their institutional capacities for the development and promotion of efficient policies aligned with the country’s strategic priorities;
  • Administration of the entire foreign assistance programming cycle and its reconciliation with the budget and policy planning cycles;
  • Bringing in and promotion of foreign assistance in line with the national development priorities.
- In terms of monitoring and evaluation, the key functions of the Department shall be the following:
  • Development, guidance and ensuring the smooth running of the national policy and foreign assistance monitoring and evaluation system;
  • Monitoring and evaluation, using performance indicators or other techniques, of the status of national and sector policy priorities, as well as of the efficiency, effectiveness and impact of the foreign assistance in their support;
  • Development and maintenance of the IT data collection and processing system through the registration, implementation, monitoring and evaluation of projects and foreign assistance programs;
  • Ensuring transparency and compliance with the outreach and visibility requirements of the foreign assistance provided to the Republic of Moldova.

Dr Zakonyi has over 30 years of experience in public administration reform, institution building and development, working with the conception and implementation of complex programmes and projects and socio-economic consultancy in various parts of the world, including Tacis/ENP - CARDS, Phare and ACP and Asian (EDF) countries. He has excellent educational and academic background, holding PhD in International Economics from the Hungarian Academy of Science and being Visiting professor on EU policies, rules and procedures. In his last capacities as Team Leader Dr Zakonyi demonstrated excellent management, leadership and communication skills and successfully implemented two large technical assistance projects (Ukraine 2010-2011; 2006-2010). Previously he followed a career as governmental official within the Ministry for Environment & Regional Policy of Hungary as Director General of International Relations and International Economic Relations.

Boris Smolin has more than 30 years of international experience in project management. More than 15 years in EU NCU support projects in the NIS. Good knowledge of EC   external financing instruments, including DCI and ENPI and EC procedures. Boris has experience in external assistance management, strategic planning and coordination with  international organisations and donors (World Bank, EBRD, IMF, ADB, UNDP). He is also responsible for the preparation of EC Indicative and Action programmes and for their monitoring and evaluation.

Aurelia Ieseanu holds a Master’s degree in International Law and Economics from the World Trade Institute, University of Bern, as well as an International post-graduate Master diploma in European Studies. Her professional experience covers 9 years of work in the central public administration, where she has dealt with policy formulation, analysis and implementation in various fields of the economic development. As part of the TTSIB project team, Aurelia is mainly responsible for supporting the TTS stakeholders in improving the quality of the Twinning instrument in Moldova. She is involved in all stages of the Twinning cycle, e.g. assisting in preparing Twinning Fiches, contract preparation, implementation of Twinning projects, monitoring and assessment.

Diana Zaharia joined the TTSIB Project after having worked for more than 7 years in the development sector, recording a professional experience with DFID, UNDP and the British Embassy in Chisinau where she designed, promoted and followed the implementation of projects that served the best benefit of the country, supporting a productive dialogue between of the Development Partners and the Government of the Republic of Moldova. Now, Diana is Strategic Planning Expert and her main activities include: support in the assessment of external assistance provided by the Development Partners of the Republic of Moldova; coordination of Twinning, TAIEX and SIGMA projects; advice and support for the coordination and implementation of the Comprehensive Institution Building Programme (CIB).

With a background in English Philology and continuing with Master studies in International Relations, Iana worked for several media outlets before switching her career in the communication field. She has been responsible for the communication activities of several development partners (World Bank - Central Public Administration Reform project within the State Chancellery and United Nations Women Development Fund) before she joined the TTSIB Project. Here, Iana is responsible for the overall coordination of communication/information activities: drafting and implementation of the Communication Strategy and Action Plan, development and maintenance of the www.ncu.moldova.md web site, editing of information and promotional materials, among which the  newsletter ‘Twinning, TAIEX, SIGMA, CIB, Aid Coordination News – Moldova’. Her ultimate goal within the project is to increase the visibility of external assistance in Moldova, with a specific focus on EU institution building instruments.

Having a degree in Sociology and a Master degree in Political Sciences, Ana – Maria’s proffesional experience started in 2010 at IDIS “Viitorul” as associated expert, after what being employed as assistant in several projects. Meanwhile, she was responsible for the yearly edition of the ‘IDIS Publications 2011' and 'IDIS Publications 2012', for the maintenanance of the English version of the institutional website. Her experience continues as coordinator of the project ‘Best practices Programme of Moldova LPA’s 2011 - 2012’. Information Technology and Communication skills were improved during the interships carried out at the e-Government Center and the Ministry of Information Technology and Communications. The main responsabilities of Ana - Maria at the TTSIB Project include drafting news, assisting in organization of awareness raising activities, fulfilling translations and other tasks in supporting the Project's Communication activities.

Having a degree in Accounting and Auditing and working on a PhD thesis in the field of economic analysis, Anastasia started her activity in finance 12 years ago as economist – accountant for private businesses and further for external assistance projects. Since 2003, she worked in a foreign company, where she was responsible for the development and implementation of projects financed by the EU and other donors, including financial and narrative reporting. Anastasia joined the TTSIB project in November 2011; her main duties consisting of finance management and accounting and various administrative assignments essential for the efficiency and prosperity of the project.

After graduating the university in 2008, Natalia worked till March 2011 at the Center for International Cooperation of the Free International University of Moldova, being ressponsible for public lectures and events organized by the centre, activity coordination of the university foreign lecturers and projects (Confucius and UNHCR). Since September 2011, Natalia started to work as project assistant at the EU project ‘Support to the State Chancellery (TTSIB)’. Her basic tasks regard the preconditions ensurance (administrative, technical and financial) for an efficient functioning of the project. Also, Natalia is responsible for regularly update of the external assistance projects database.

Having a degree in Marketing Management, Irina started her career as Marketing Assistant and Sales Manager in an international consulting company and a local media outlet. Before she joined the TTSIB team, Irina was responsible for the implementation of marketing strategies. In her current assignment, she is dealing with operational issues, i.e. Twinning and TAIEX databases administration, trainings coordination, ensuring the smooth implementation of day-to-day project activities.

 Alina Godoroja has a degree in Finance and Banking and a Master degree in Public Relations. After graduating, Alina worked as senior consultant in Foreign Aid Division within the State Chancellery of the Republic of Moldova where she provided assistance to different ministries regarding programming and monitoring the external assistance. Starting December 2011, Alina became part of the EU project ‘Support to the State Chancellery (TTSIB)’ as Project Assistant and Training Coordinator. At the project, Alina provides support to the Team Leader and Deputy Team Leader, assists in recording prior activities, deals with administrative issues and is responsible for organizing different project events. Also, Alina coordinates and monitors the Twinning English Professional Skills (TEPS) courses for civil servants.

Уважаемый Господин Влад Богачёв,
17-го марта 2014 года, Совет по предупреждению и ликвидации дискриминации и обеспечению равенства зарегистрировал Вашу жалобу на предполагаемую дискриминацию в доступе к услугам социальной защиты.

Как следствие рассмотрения жалобы, Совет констатировал, что описанные события не содержат элементов презумпции дискриминации. Не ясно кого вы считаете ответчиком, в чем заключается дискриминация, a также причинно-следственная связь между критерием, по которому осуществлялась дискриминация, нарушенное право и компаратор (сравнением). Также, при описании дискриминации, следует обосновать сроки исковой давности (ст.20, Закона №.121 об обеспечения равенства).

В связи с вышеизложенным, Совет доводит до Вашего сведения, что в отсутствии фактов и возможных доказательств, рассмотрение жалобы отклонено в соответствие со ст.14 п.b), в сочетании  со ст.13 ч.(2), Закона № 121 об обеспечении равенства.

Сообщаем, что данный факт, не исключает Вашего права на повторную подачу жалобы, при содержании новой информации и доказательств.

На основании того, что письмо, посланное по электронной почте от физического лица является юридическим документом и принимается в судебеных слушаньях, а также рассматривается как вещественное доказательство правоохранительными органами, прошу вас принять моё нижеследующее обращение к рассмотрению.
Истекшие 4 года, с 2009 года по 2014 я проживаю в условиях крайней нищеты.

После моего личного общение и встреч с руководством министерства (Валентина Булига, Сержиу Саинчук, Анна Василаке) мне было выдано исполнителем Ириной Бырда (+37322269397) Письмо за номером 13-7028/12 от 24 января 2013 года, где признаётся (констатируется) факт, что я нахожусь в крайне тяжёлой маьтериально ситуации и предлагаются некоторые рекомендации по выходу из неё.
По требованию, копия этого письма мной может быть отсканированна и выслана. Мне была оказана небольшая помощь, как бомжу, проживающему в уловиях крайней нищеты. В частности, из местного бюджета социального обеспечения мне была выдана материальная помощь 350 молдавских лей.
А также рекомендовалось обращаться в некоторые католические благотворительные организации, которые действительно в Молдове помогают нуждающимся обедами, продуктами питания и одеждой. Куда я обращался за помощью.
Мной была получена некоторая одежда в прошлом году, продуктов питания на сумму 200 лей, я проживал в католической общине 5 месяцев бесплатно.
А также по сей день могу бесплатно обедать в благотворительной католической столовой в Ставченах, в пригороде города Кишинёва.
За что им всем большое спасибо.
Я хотел спросить какие возможности помощи мне как правозащитнику, бывшему узнику совести, политзаключённому, репрессированному в борьбе за свободу слова и интеграцию с Европой есть у Министерства в этом году.
Хотоелось отметить, что я представляю не только мои интересы, но и защищаю права и интересы около 100 нуждающихся бомжей со всей территории республики Молдова, некоторые из которых отбывали сроки заключения, некоторые были избиты из-за проблем ЛГБТ. Но в любом случае находящихся в данный момент в условиях бедности либо крайней нищеты. Oameni agresati fizic si suferiti de saracia extrema.
Циркулируют слухи, а также мне сообщали бенифициары Министерства, что муниципальный фонд социальной защиты предоставляет отдельным избранным людям квартиры, комнаты в малосемейках и комнаты в общежитиях, а также выдаёт материальную помощь в размере до 5 тысяч лей. Прошу рассмотреть не является пренебрежительное и игнорирующее ко мне отношение руководства Министерства следствием того, что я больной, нищий бомж и лицо сообщества ЛГБТ.

Pride House Vancouver Revisited



We are very excited to be having another screening of Beyond Gay in Vancouver, commemorating its premiere here at Pride House during the 2010 Winter Olympics. This screening is taking place during the 2014 Winter Olympics on February 22nd at 9 PM and it is being hosted by Reel Causes and our friends at the SFU Woodwards Cultural Unit. In addition to Beyond Gay, at 7 PM there will also be a screening of Born This Way, a fascinating look at the lives of LGBT people living in Cameroon Africa, co-presented by the Human Rights Watch Traveling Film Festival and Reel Causes. Both screenings are free and will be held at the GoldCorp Centre for the Arts at SFU Woodwards, 149 West Hastings.
February 22nd is the last weekend of the games in Russia and we sincerely hope that the Olympics in Scohi are free of violence, and that our event will be an important moment to reflect upon the issues of LGBT rights worldwide that were successfully highlighted as a result of the games.  Wishing safe travels to the LGBT delegations from the City of Vancouver and elsewhere that are working to rid the games of LGBT discrimination and establish a Pride House at all future Olympic games.
